
Select the standard selection tool and set the parameters as shown below. Use Options to make sure that Preserve Base Image and Move Selection Marquee are still checked.
Click on the rose texture image, and move the marquee around the image till you have a section you like framed in the marquee. You can go anywhere in the picture, so long as you leave space above and below your selection to allow the program to make a seamless tile vertically. It will not be repeating left to right, so there is no need to leave space for that at the sides.
When you have chosen the area for your tile, use Web/Create Seamless Tile. I set the top and bottom figure at 18 and the sides at 0, and this created a suitable tile for me, at the position in the rose picture I had chosen. Set those figures as a starting point, and use Tiled Preview. It does not matter if you can 'see the join' across the page, but it must be smooth up and down. If it is not, try changing the top and bottom figures. Sometimes a lower figure will blend better. If you cannot get a smooth vertical blend, you will have to move your selection to another position on the rose texture and try again. When you are satisfied with the blend, click OK and you will have your border tile (below left).

Copy the tile to the clipboard. Click on your textured strip to make it the current image. Make sure that the slider is as far to the left as it will go, and paste the tile into it. It will be placed where you want it automatically and you will not need to adjust it. (above right).
Use Edit/Object/Add Shadow and set the parameters as shown on the left. Click OK and then use Edit/Selection/Merge All.
You now have your finished background tile, shown below. Use the Web/Smart Saver to save it as backgr.jpg.
It is too big to test in Web/Create Seamless Tile as it stands, but if you select a portion 600x100 pixels you can test the effect using Web/Create Seamless Tile, with all the parameters set to 0 and use Tiled Preview. The border will repeat in this preview because you are only looking at part of the tile, but it will be enough to show you that the effect is a bordered page with no 'joins' showing.
